Abstract:

The Franchetta conjecture (now a theorem) says that any line bundle on the universal curve over M_g restricts to a multiple of the canonical bundle on the fibers. I will explain what is the analogous statement for smooth surfaces, namely a characterization of the Chow-theoretic Chern classes of a surface as the only cycles which are universally defined.
