Topological quantum field theories give rise to operads of moduli spaces. These operads are known in many cases to satisfy a homological stability condition. We connect this property with the classical theory of E_infinity operads. These are operads detecting infinite loop spaces, and thus the study of TQFTs naturally leads naturally takes place in the stable homotopy category.
